Extend Field Editing What-If for Services Rate Builder

Summary:
Extend the existing Field Editing Resource What-If capability to support resource-level fields in Services Rate Builder proposals. Rather than creating a separate Bid Rates What-If tool, reuse the current workflow and conditionally enable relevant Bid Rate fields when a Services Rate Builder proposal type is selected. The initial scope should support bulk updates to the Percentile field.

Problem Statement:
Users cannot efficiently apply the same Bid Rate adjustment across multiple Labor Categories. For example, changing all categories from the 50th percentile to the 35th percentile currently requires exporting data to Excel, editing it externally, and pasting it back, or updating each row individually. This process is time-consuming, error-prone, and inconsistent with the existing bulk-editing experience available elsewhere in the product.

Proposed Solution:
Enhance the existing Field Editing Resource What-If to expose applicable Services Rate Builder resource-level fields when a Services Rate Builder proposal type is selected.

For the initial release, enable bulk editing of the Percentile field across selected Labor Categories in Bid Rates.

Reuse the established What-If interaction pattern and apply proposal-type gating so Bid Rate fields are available only in relevant Services Rate Builder proposals.

Evaluate additional Services Rate Builder fields for future inclusion based on technical feasibility, user value, and consistency with the Staffing View inline Bid Rate experience.

Benefits:
Reduces the time and effort required to update Bid Rate values across many Labor Categories.

Eliminates the need for Excel exports and manual row-by-row updates for common adjustments.

Provides a familiar, consistent bulk-editing experience by extending an existing What-If workflow.
