Include Percentile and Level in Bid Rate Uniqueness

Summary:
Enable the Bid Rates tab to treat Percentile and Level as part of the uniqueness criteria for RFP labor categories. This would allow users to create separate bid rate entries for the same labor category and location when the actual rate differentiator is a system field like Percentile or Level, without relying on artificial workaround fields.

Problem Statement:
Currently, the Bid Rates tab does not allow duplicate RFP Labor Category entries unless Proposal Resource Fields differ. However, Percentile and Level are system fields and are not included in that uniqueness check. This creates a limitation when users need multiple bid rates for the same labor category based on legitimate distinctions such as Percentile or Level. For example, a Systems Engineer at the 10th Percentile and a Systems Engineer at the 20th Percentile in the same location may require different rates, but the system cannot distinguish them if their Proposal Resource Field values are the same. As a result, users must create extra Proposal Resource Fields solely to force uniqueness, leading to redundant data entry and a less efficient workflow.

Proposed Solution:
Update the Bid Rates uniqueness logic to include Percentile and Level alongside RFP Labor Category and Proposal Resource Fields.
Allow users to create separate bid rate records when Percentile or Level differs, even if all Proposal Resource Field values remain the same.
Ensure the system continues to prevent true duplicate entries where all relevant uniqueness criteria match.
Maintain compatibility with existing bid rate records while removing the need for users to create artificial Proposal Resource Fields as a workaround.
Support real-world scenarios such as assigning different rates to the same Systems Engineer labor category in Washington, DC based on 10th versus 20th Percentile.
