Auto-Populate and On-Demand Create Bid Rates from Base Rates and Staffing View

Summary:
Enable the Rate Builder to automatically pre-populate Bid Rate rows from existing Base Rates data, and allow new Bid Rate entries to be created on demand directly from the Staffing View, eliminating the requirement to manually build every possible rate combination upfront before staffing can begin.

Problem Statement:
Currently, users must manually enter every possible rate combination in the Bid Rates tab before they can assign any rate to a resource in the Staffing View. In proposals with multiple rate contributors, locations, levels, and labor categories, this can amount to thousands of rows of data entry, the majority of which may never be used in the proposal. This front-loaded requirement creates significant friction, slows proposal setup, and has been reported by Solutions Engineers as one of the primary usability concerns with the Services Rate Builder workflow.

Proposed Solution:
Introduce two complementary enhancements that work together to reduce Bid Rates data entry. First, add a generation step after Base Rates are complete that auto-populates Bid Rate rows from the existing Base Rates data, filtered to only the RFP Labor Categories defined in Tab 1. This gives users a meaningful starting point rather than a blank grid. Second, allow new Bid Rate entries to be created on demand from within the Staffing View. When a user assigns a resource to a task and no matching Bid Rate exists, the system prompts the user to create one inline, specifying source, location, level, escalation, and indirect pool in context. The new entry is written back to Bid Rates automatically, keeping it as the single governed record of truth. Duplicate detection logic ensures that if the same rate combination is created again on a different task, the system recognizes the match and offers to reuse the existing Bid Rate rather than creating a redundant row.

Dramatically reduces upfront data entry in the Bid Rates tab by pre-populating what the system already knows from Base Rates data.
Removes the requirement to anticipate every possible rate combination before staffing can begin.
Keeps the Bid Rates catalog as the governed, auditable record of truth while building it organically around the actual proposal.
Supports both pre-build workflows for users who want a complete catalog upfront and demand-driven workflows for users who prefer to build as they estimate.
Reduces back-and-forth between Rate Builder and Staffing View and accelerates overall proposal setup time.
