Add "Apply to All" Material Cost

Add functionality that would allow the user to apply the same material cost to multiple occurrences of a part number in a WBS/BOM structure. For example a proposal with an IDIQ structure may have multiple occurrences of the same part number. Add functionality that would apply the same VQ (at the appropriate qty. and price period) for all occurrences of the part.
