Subcontractor Resource Types in Rate Builder

Summary:
Enable labor categories associated with the Subcontractor role in the Rate Contributors section of Bid Rates to be classified as Subcontractor Resource Types in Rate Builder. This will ensure resource classifications accurately reflect whether labor is internal or subcontracted.

Problem Statement:
In the new Services (Rate Builder) proposal type, all labor categories added in Rate Builder are automatically labeled as Labor Resource Types. This classification is inaccurate for labor categories contributed by subcontractors and limits users’ ability to report, sort, and filter resources correctly.

Currently, users must create an additional user-defined resource field to distinguish internal labor from subcontractor labor. They must also modify reports to use that custom field, adding unnecessary setup, maintenance, and risk of inconsistent reporting.

Proposed Solution:
Classify labor categories associated with the Subcontractor role in the Rate Contributors section of Bid Rates as Subcontractor Resource Types in Rate Builder.
Continue to classify internally contributed labor categories as Labor Resource Types.
Make the resource type available in standard sorting, filtering, and reporting capabilities.
Ensure the classification is applied consistently when users create or update Services proposals using Rate Builder.
