Escalation for Subcontractors in Services (Rate Builder Proposals)

Summary:
Enable users to apply escalation factors from the Rate Builder to subcontractor labor categories in Bid Rates. This would extend the existing escalation capability beyond Primary Role labor categories, eliminating the need to calculate subcontractor rates outside of ProPricer.

Problem Statement:
Currently, Rate Builder escalation functionality is limited to labor categories associated with the Primary Role. When a subcontractor provides an escalation factor rather than pre-escalated rates, users must calculate the escalated rates manually or externally before entering them into Bid Rates. This adds unnecessary effort, increases the risk of calculation errors, and creates inconsistency between primary and subcontractor rate-management workflows.

Proposed Solution:
Allow users to enter and manage subcontractor escalation factors in the Rate Builder.
Apply those escalation factors directly to the associated subcontractor labor categories in Bid Rates, using the same behavior available for Primary Role labor categories.
Ensure the calculation is based on the subcontractor role and applies only to the relevant labor categories.
Display the resulting escalated rates clearly so users can validate the calculation before finalizing the bid.
