Proposal CER Derivative Assignments

Description: Add functionality to proposal CERs to allow for CER derivatives to be applied or assigned to different areas on the proposal via Task Selection.

Use Case/Example: I set up a multi-derivative CER, but I want each derivative value to be applied to different areas of the proposal.
