Target Profit/Fee- update ROC

When fee is updated on target profit/fee, the ROC in the task doesn't get updated. Sometimes the target fee doesn't get to the dollar value I'm looking for. I can no longer use the proposal since the fee on at the task level will not drive the change in the proposal
