Resource Field Access Rights - More Granular

Please add the ability to allow for more granular Access Rights related to Resource Fields, to adjust access rights on a specific resource field. For example, we would like to lock down a resource field from being changed on a proposal. That specific resource field should never be manually changed, it should be locked from changes based upon the default value that's pulled in from the Resource Library.
