Flexibility in Proposal Properties

Proposal properties that don't affect pricing (proposal notes, adding users, etc.) can not be edited if there is an active user in the proposal and generally requires all users to exit the proposal before properties can be altered. Suggest flexibility is added such that an admin role can still update proposal properties will estimators are actively changing the proposal.
