Separate Proposal User Fields from System Options in Setting Roles

Cannot give access to the Proposal User Fields without giving access to System Options. Under the roles setup there is no option for Proposal User Fields only, its tied into the System Options. Systems Option is a key area best separated and reserved to the System Administrator.
