Provide a % Reduction to be applied to overall Travel Cost

BLUF: Provide ability to apply a % reduction to travel.

As a Gov evaluator, I definitely want to see the Travel expense by item built from the ground-up. However, since most Travel is Cost Type, after analysis of the proposed Travel, I often would like to make a % adjustment applied to the total Travel expense $'s. Based on DoD Proposal Analysis Streamlining Guide, when Travel pricing is Cost type, it is considered low risk and the Streamlining Guide recommends % reductions be applied rather than focusing on the specific trip details.
