Workflow Status "Open" to Allow Edits

Please allow edits when the workflow status is in it's initial "Open" status. When a user creates a new task in a proposal with workflow enabled, the initial status is set to "open". In this "open" status, one cannot enter any resources, change the PoP, or anything until the workflow is moved out of this initial stage. This becomes burdensome when using the Excel import or even manual entries to add tasks, PoPs, and resource data.
