Giving Limited Folder Access Rights to User Roles

Please add the ability to give specific user roles the ability to move proposals between specific folders without giving them the ability to Add or Modify existing folders. Essentially, we would like to give our Estimator Roles the ability to move their proposals into a specific folder, but not allow them to add their own subfolders.
